Plain-language reading

An invoice must have the invoice total amount without VAT (BT-109). The message says "shall have the". The published test checks that cbc:TaxExclusiveAmount exists. It does not calculate that amount from line nets, allowances, or charges.

What to change

Add cbc:TaxExclusiveAmount on the legal monetary total. That element is the invoice total amount without VAT (BT-109).
