Peppol BIS Billing 3.0, May 2026 release, EN 16931 model bound to UBL

Severity note: fatal, from the Flag column of the Peppol BIS Billing 3.0 UBL rules index retrieved 2026-10-17.

## Plain-language reading

If credit-transfer information is present for payment means 30 or 58, the payment account identifier (BT-84) must be present. The published test checks that cbc:ID is not blank. It does not check an IBAN checksum.

## What to change

Fill cac:PayeeFinancialAccount/cbc:ID when that credit-transfer group is sent for code 30 or 58.

## Illustration

Illustration of the condition in the official statement. Not an example published by the source.

**Fails the stated condition.** A payee financial account for payment means 30 or 58 has an empty cbc:ID.

**Passes the stated condition.** That account identifier contains a non-empty value.
