Peppol BIS Billing 3.0, May 2026 release, EN 16931 model bound to UBL

Severity note: fatal, from the Flag column of the Peppol BIS Billing 3.0 UBL rules index retrieved 2026-10-18.

## Plain-language reading

Each Item attribute (BG-32) must contain an Item attribute name (BT-160) and an Item attribute value (BT-161). The message says "shall contain", not "shall have", and it starts with "Each". It ends with a period. The context starts with //. The published test checks that both a name and a value exist.

## What to change

On each item attribute, send an item attribute name (BT-160) and an item attribute value (BT-161).

## Illustration

Illustration of the condition in the official statement. Not an example published by the source.

**Fails the stated condition.** An additional item property has no name, or it has no value.

**Passes the stated condition.** That additional item property has both a name and a value.
