Severity note: fatal, from the Flag column of the Peppol BIS Billing 3.0 UBL rules index retrieved 2026-10-18.
Each Deliver to address (BG-15) must contain a Deliver to country code (BT-80). The message says "shall contain", not "shall contain the". It starts with "Each" and ends with a period. The context is the delivery location address. The published test checks that a country identification code exists. It does not check that the code is non-blank.
On each deliver-to address, send a deliver-to country code (BT-80) as the country identification code.
Illustration of the condition in the official statement. Not an example published by the source.
Fails the stated condition. A delivery location address has no country identification code.
Passes the stated condition. That address has a country identification code.
