An invoiced note subject code shall be coded using UNCL4451. The statement says shall, not MUST, spells Invoiced, and has no period. The context is an invoice note or a credit note note, with spaces around the bar. The test does not use normalize-space. The length comparison is )=3 with no space around =. The list lookup has no space after the comma before substring-before. A single space sits before each of three closing parentheses. The other branches are not(contains) and not(string-length). The test does not call exists.
When a note contains a hash, put a three-character UNCL4451 code between the hashes. A note with no hash is outside that lookup.

Fails the stated condition. A note contains a hash, and the text between the hashes is not a three-character code from UNCL4451.
Passes the stated condition. A note contains #AAA# and AAA is in UNCL4451. A note with no hash also passes.
