A country code must use ISO code list 3166-1. The statement says MUST and has no period. It writes 3166-1 with a hyphen. The context is cac:Country/cbc:IdentificationCode. The test reads the element text with normalize-space. It rejects a value that contains a space, then looks the value up in that list. The list includes 1A and XI. The same test string is used by BR-CL-15. The test does not call exists, and it does not read @listID or @schemeID.
Put an ISO 3166-1 country code with no space on the country identification code.
